Mr. Jeffrey C. Miller was Vice Dean and Chief Operating Officer at Northwestern University Feinberg School of Medicine, where he worked from 1991 until 2010. His responsibilities included strategic planning, budgeting, financial management, communications, and information systems.

Mr. Miller also held a faculty appointment as a Senior Lecturer in the Department of Preventive Medicine and taught a course for second year medical students on the organization and financing of the American health care system.

Prior to joining Northwestern in 1991, Mr. Miller was Chief of Staff to Governor James R. Thompson of Illinois. As Chief of Staff, he was responsible for policy development, budget formulation, and program implementation across a broad spectrum of state government activities. Mr. Miller held a variety of positions during his 19 years in Illinois State government before becoming Chief of Staff. He established the first strategic planning unit within the Governor’s Office, served as a senior member of the Cabinet responsible for welfare and medical assistance programs, and was an Assistant Director in the Illinois Budget Bureau.

Mr. Miller was a commissioned officer in the United States Army, military intelligence branch, from 1970 until 1972.

Mr. Miller holds a Master of Governmental Administration Degree in Public Finance from the Wharton School of Finance and Commerce, University of Pennsylvania. His undergraduate degree is a Bachelor of Science in Industrial Engineering from Rutgers University.

Mr. Miller chaired of the Board of the not-for-profit Community Care Alliance of Illinois, a health plan dedicated to consumer directed, community based innovative health care services specializing in the care of seniors and persons with disabilities. He also served on the Board of the Institute for Health Policy Solutions.

He was a founding member of the National Academy for State Health Policy and a Director of its parent corporation, the Center for Health Policy Development, for its inaugural 20 years. He served on the boards of Northwestern Medical Faculty Foundation, the faculty practice group at Northwestern, and Rubicon, the captive malpractice insurance provider for the faculty physicians. He is a past chair of the Association for American Medical Colleges Group on Business Affairs. Mr. Miller is lead author on Follow the Money: The Implications of Medical Schools’ Funds Flow Models (Academic Medicine, Vol. 87, No. 12/December 2012).

Since retiring, Mr. Miller became Managing Member of Miller Group LLC and Academic Health Center Consultant with CBO Partners, advising academic and health related organizations on strategic, management and governance issues.
